Benefits of Chapter Membership with
Kings/Tulare UniServ Unit, Inc. / CTA / NEA
The Kings/Tulare UniServ Unit (KTUU) provides an increased level of personalized assistance, not offered at the Regional Resource Centers. KTUU Chapters have access to the following services, at no additional cost:
ADMINISTRATIVE/OFFICE ASSISTANCE
- Design, type, and print: Chapter newsletters, flyers, Chapter meeting notices, buttons, ballots, tentative agreements, and flyers for distribution.
- Prepare Chapter correspondence, as requested.
- The KTUU staff provides on-site and local training.
- Provide picket sign boards, stakes, and marker pens.
- The KTUU Office facilities are available for the Chapters to use to hold Chapter meetings and negotiation preparations.
- Assist with Chapter Bylaws (updating, printing, and submitting to CTA for approval).

CONTRACT ASSISTANCE
- Prepare budget analysis of the District’s budget.
- Working from Chapter’s rough draft, prepare and print contract proposals for Chapter review and presentation to the Board of Trustees.
- Revise proposals throughout the negotiating process.
- Prepare final contract for review and signatures.
- Print new contract for all bargaining unit members and the District.
- Update salary schedule ranking charts of UniServ Chapters, 5-year comparisons, and benefit charts as new agreements are signed.
- On behalf of the Chapter, send completed, signed contracts to Burlingame for CTA’s files.
- Prepare impasse paperwork for filing with PERB, as needed.
- Prepare Crisis Assistance Applications for Chapters at or near impasse.
- Help fund Arbitration costs (If chapter meets minimum requirements).
FUNDS FOR EVENTS
Funds for the following programs are based on number of members in the Association or at a flat rate for each Chapter that belongs to the UniServ.
- Association/CTA Member Socials
- New Association/CTA Member Welcome
- Treasurer’s Release Time
- Day of the Teacher
- President’s Release Time
MEMBERSHIP ASSISTANCE
- Maintain accurate membership records for each Chapter. These records include members and non-members in each bargaining unit.
- Prepare membership materials at the beginning of each school year for distribution to the Chapters.
- Process all new membership enrollments. This includes the processing with the District Office, as well as CTA/NEA.
- Send each new member a letter of welcome.
- Liaison between CTA and the District Payroll Staff on behalf of the Chapters.
- Conduct monthly membership audits for each Chapter.
- Correct and update member information in Falcon (CTA Membership System).
- Maintain member enrollment forms and information.
- Receive Local dues monies from CTA and distribute to each Chapter.
- Send notices to non-members, encouraging and promoting membership.
TREASURER ASSISTANCE
- One on One Treasurer Trainings.
- Assist Chapters in setting Budgets.
- Help Chapters prepare PERB Report.
- Help complete Federal and State Tax Returns (990N, 199N).
- Help complete 1096’s. 1099’s and DE542.
LOCAL TRAININGS
The KTUU Office staff provides yearly training in the following areas: President, Bargaining, Treasurer, Site Representative, Membership, Grievance Processing, Contract Preparation, Organizing, and additional training as needed.
Note: Workshops are in the late afternoon or evening and refreshments and/or dinner provided.
